The study presents the result of a lengthy evaluation of a development-oriented project implemented by an Italian NGO, ACS, in the Chwarta area in Iraqi Kurdistan. The project is part of the current rural reconstruction programme undertaken in Kurdistan. The programme aimed to reconstruct all the villages destroyed by the Iraqi regime during the 80’s, whilst their population has been deported forcibly to the so called “Collective Towns” located in the three main Kurdish provinces of Sulaymania, Arbil and Duhok.
