Les initiatives de stabilisation en Irak nécessitent des efforts spécialisés dans chacun de ses districts, qui doivent être basés sur une compréhension approfondie de leur histoire et de la composition de leur population. Bien que la coordination entre les parties prenantes continue de s'améliorer, les organisations internationales et nationales travaillant sur les efforts de stabilisation sont confrontées à des défis structurels et de cohésion sociale historiquement profonds. Après la libération de Mossoul de l'État islamique en 2017, le gouvernorat de Ninive et ses districts ont connu les conditions de vie les plus difficiles pour les rapatriés. Cela est dû en grande partie à la destruction importante de logements et d'infrastructures dans de nombreuses régions, combinée à la lenteur des processus de reconstruction et d'indemnisation. Dans le contexte d'après-guerre de Ninive, les inquiétudes continuent en particulier dans les domaines de la protection, des infrastructures, du déminage, des moyens de subsistance, du bien-être social, des services de base, de la cohésion sociale et de la réconciliation. À travers une analyse des initiatives en cours à Ninive, ce rapport met en évidence les défis liés à la stabilisation et au retour des personnes déplacées internes.
Stabilization initiatives in Iraq require specialized efforts in each of its diverse districts, which should be based on an in-depth understanding of their history and population compositions. Although coordination between stakeholders continues to improve, subject to various agendas and donor expectations, international and national organizations working on stabilization efforts are dealing with historically deep structural and social cohesion challenges. Following the liberation of Mosul from the Islamic State in 2017, Ninewa governorate and its districts have had the most severe living conditions for returnees. This is largely due to the significant housing and infrastructure destruction in many areas, combined with slow reconstruction and compensation processes. In Ninewa’s post-war context, concerns continue to rise with the prolonged mode of displacement, particularly in the areas of protection, infrastructure, demining, livelihood, housing-land-property, social wellbeing, basic services, social cohesion and reconciliation. Through an analysis of the current initiatives in Ninewa, this report highlights critical challenges relating to stabilization and the return of internally displaced persons (IDPs). |
