Cette recherche vise à analyser les moteurs qui ont informé la décision et le calendrier du référendum sur l'indépendance du Kurdistan le 25 septembre 2017. Ici, nous soutenons que tout examen approprié de ces moteurs doit commencer par enquêter sur la relation entre la lutte contre l'État islamique commencée en 2014, les différends nés de la question de l'élection présidentielle au Kurdistan en 2015 et la rivalité politique interne exacerbée par la question de l'opportunité d'organiser un référendum. Les conclusions de cet article mettent en évidence la centralité de la gouvernance interne des entités de facto dans leur lutte pour devenir un État. La lutte contre l'EI a servi de moteur principal pour influencer le moment et l'approche du référendum de septembre 2017. Si l'impasse politique de 2015 qui a entraîné la prolongation illégale de la présidence de Barzani n'a pas été un facteur déterminant pour le référendum, elle a néanmoins accéléré le processus et influencé le timing.
This research aims to analyse the drivers which informed the decision and timing of Kurdistan’s independence referendum on 25 September 2017. Here we argue that any proper examination of these drivers must begin by investigating the relationship between the fight to counter the Islamic State begun in 2014, the disputes arising as a result of Kurdistan’s presidential election issue in 2015 and the internal political rivalry exacerbated by the question of whether to hold a referendum. The findings of this article highlight the centrality of de facto entities’ internal governance in their struggle towards statehood. The fight against IS served as a primary driver in influencing the timing and the approach of the September 2017 referendum. While the 2015 political deadlock resulting in the illegal extension of Barzani’s presidency was not a determining factor leading to the referendum, nonetheless it quickened the process and influenced the timing. |
