Amnesty International has investigated a number of cases in which children and juveniles are reported to have been the victims of human rights violations. This report documents a number of these most recent individual cases, drawing upon the testimony of the children themselves, of eye-witnesses and of medical or other corroborating evidence. Allegations that human right violations have been committed against children and juveniles in Turkey continue to emerge with such regularity that Amnesty International is obliged to conclude that the Turkish authorities are not doing all in their power to protect children. |

Civilians in southeast Turkey are suffering gross human rights violations in the intensifying conflict between government forces and the guerrillas of the Kurdish Workers’ Party (PKK). Respect for human rights is deteriorating throughout the rest of the country, too. This document presents compelling evidence of the security forces’ involvement in some of the violations reported, including abduction, torture, forcible evacuation and destruction of villages and political killings. It also highlights abuses by the PKK, who continue to “execute” village guards and kill their wives and children. The PKK has declared a policy of “executing” teachers and other civilian officials: the execution of teacher Ersoy Yorulmaz is described here. AI calls on inter-governmental organizations and governments with long-standing relations with Turkey to translate their expressions of growing concern into action, such as the sending of a CSCE expert mission to Turkey to investigate human rights abuse. Nine individual cases illustrating the nature of the violations dealt with here are appended to the report. |

This report describes five cases, illustrating the pattern found in many cases of “disappearance”. Many people “disappear” because of their suspected political activities, legal or illegal. Those active in organizations working on behalf of Turkey’s Kurdish minority are particularly at risk. Several “disappeared” persons had a history of repeated detention and ill-treatment by the police; some had received death threats. People have been “disappeared” for refusing to act as village guards. Local police and judicial authorities seem hardly interested in investigating the cases, even where there is clear evidence that the victims were detained by the security forces. “Disappeared” persons are frequently found dead. |
